This guide walks a training institute through every stage of submitting a proposal for Phase-XVII on the e-Pak Acquisition & Disposal System (EPADS) — from first-time vendor registration through to tracking your submission after it is uploaded. Sealed physical proposals are not accepted; EPADS is the only valid submission channel. This guide is for orientation only — the RFP document (BBSHRRDB/Proc/Phase-XVII/2026-27) remains the governing document in case of any discrepancy.

Create your organization’s Vendor account on the Sindh e-procurement portal.
Step 2 · One-time setup
Activate your account once SPPRA approves your registration.
Step 3
Find the tender and download the complete bidding document, free of cost.
Step 4
Confirm which lots you qualify for and gather your supporting documents.
Step 5
Complete the standard forms — one set per trade/lot you are bidding for.
Step 6
Two separate Pay Orders are required — document fee and bid security.
Step 7 · Final
Upload both envelopes before the deadline and monitor your status.
